Media Report from the Harlan Police Department April 6, 2021 March 27, 2021... Anton Jason Ahlhelm, age 23, Harlan, was cited for driving while suspended following a traffic stop. March 28, 2021 Justin Michael Couch, age 22, Harlan, was arrested following a traffic stop. Couch was charged with possession of drug paraphernalia and supplying alcohol to a person under the legal age. March 28, 2021 Alexander Lee Anastasi, age 18, Defiance, was arrested following a traffic stop. Anastasi was transported to the Shelby County Jail where he was charged with operating while intoxicated, minor in possession of alcohol, and careless driving. March 31, 2021 Terry Michael Fields, age 41, Harlan, was arrested following a call for service. Fields was transported to the Shelby County Jail where he was charged with child endangerment. April 1, 2021 Danielle Michelle Fuhs, age 36, Earling, was arrested following a traffic stop. Fuhs was transported to the Shelby County Jail where she was charged with operating while intoxicated and violating a one-way traffic designation. April 1, 2021 Brendan Lee Farris, age 35, Nemaha, IA, was arrested following a traffic stop. Farris was transported to the Shelby County Jail where he was charged with prohibited acts penalties, possession of controlled substance and possession of drug paraphernalia. April 1, 2021 Leonard Charles Pauley, age 59, Harlan, was arrested following a call for service. Pauley was transported to the Shelby County Jail where he was charged with possession of drug paraphernalia. April 2, 2021 Dale Allen Wehr was arrested on an active Shelby County warrant. Wehr was transported to the Shelby County Jail. Accidents None

We have had some questions lately about what a student can and cannot do with a school permit. Hopefully this helps for anyone who has questions! WHAT RESTRICTIONS COME WITH A MINOR SCHOOL LICENSE? The Iowa Department of Transportation (DOT) has the following general guidelines for school licenses:... School transportation is not available for school activities. There must be a distance of at least one mile between the student’s residence and the school. The school superintendent, chairperson of the Board of Education or school principal, must verify the need for a license. The MSL is valid for attending classes or attending a school-sponsored event within the school district. The student must travel over the most direct and accessible route between the licensee’s residence or school of enrollment and a site, facility, or school that is not the licensee’s school of enrollment, for the purpose of participating in extracurricular activities conducted under a sharing agreement with the licensee’s school of enrollment or conducted at a site, facility, or school designated by the licensee’s school district for the accommodation of the school’s extracurricular activities, provided the site, facility, or school is within the licensee’s school district of enrollment or is within a school district contiguous to the licensee’s school district of enrollment. The license is only valid for schools within the district and between the hours of 5 am and 10 pm. Students are not allowed to stop on the way and pick up or drop off other students, but they can transport other students from their own residence. Students are allowed to stop for fuel only if the gas station is along the most direct route from home to school. Average citation cost is $137.50 Your license may be suspended for 30 days under the following conditions: You are convicted of a moving violation or found to be at fault for an auto accident. The Iowa DOT receives a written report from a police officer, parent, legal guardian, school superintendent or superintendent’s designee that the student violated the MSL restrictions. Suspension of your MSL also cancels the privilege of driving with an instruction permit. If you have two or more moving violations, your license will be revoked for one year or until you turn 16, whichever is longer. To reinstate the license, you will need to have SR-22 insurance and pay a civil penalty of $50 in addition to the reinstatement and new license fees. See more

Media Report from the Harlan Police Department March 23, 2021 March 21, 2021... Jose Cruz Gutierrez Villanuea, age 27, Harlan, was arrested following a traffic stop. Gutierrez was transported to the Shelby County Jail where he was charged with operating while intoxicated and driving suspended. March 22, 2021 William James Ballard, age 54, Le Mars, was arrested following a call for service. Ballard was transported to the Shelby County Jail where he was charged with driving while revoked and careless driving. Accidents March 11, 2021 Unit #1 Randall Kroger 2019 Thomas School Bus Harlan, IA Unit #2 Kenneth Hursey 2007 Chevy Silverado Harlan, IA Location 12th and Durant Narrative Unit 1 was traveling east on Durant St. Unit 2 was traveling north on 12th St. Both vehicles came to the intersection of 12th and Durant. As Unit 1 was traveling through the intersection, Unit 2 entered the intersection, striking Unit 1. Unit 2, with its front end, truck Unit 1 on its front passenger side. Unit 1 had minor damage, while Unit 2 had functional damage.
